As testament to the excellent capability and project management skills of HDB, it is one of three recipients this year of the Distinguished Project Award given out by the Project Management Institute (PMI), the world’s largest association for project managers.
Since the Distinguished Project Award category was introduced to the PMI Professional Awards in 2006, HDB has been the only Singapore recipient of this prestigious award.
HDB won it for its excellent project management of Casa Clementi – HDB's largest public housing project so far.
The project was managed by HDB along with its industry partners, Surbana International Consultants and Straits Constructions Singapore. It was completed in June 2012 ahead of time and within budget despite the complexities of building such a large project within an established estate with residences and schools.
Casa Clementi features 10 blocks with height of 20, 28 or 40 storeys. Altogether they house 2,234 residential units.
Two key challenges the team of Casa Clementi had to manage were safety and environmental concerns as it was a large project within a built-up area.
With its experience acquired through the years and adhereance to best practices, HDB completed the project with no accident and minimal safey issues even when a World War II bomb relic was discovered at the site during the early stages of construction.
Casa Clementi's proximity to Nan Hua High School and residential blocks along Clementi Ave 1 made noise and traffic management a top concern. The project team had to tap on their soft skills in actively engaging residents, schools and authorities to address their concerns and maintain close communication. Noise barriers were also installed to mitigate the noise from piling and hacking works.
The team's efforts paid off when Casa Clementi clinched the Distinguished Construction Award and the Design Award by HDB this year, apart from the PMI's Distinguished Project Award.
