Will you buy this cheap, dividends, below book-value Singapore stock now?

I have been looking at the flurry of buyers and sellers on this Singapore stock which is currently trading at one of its lowest trading prices at $0.51 today. Year-to-date, this stock has headed south by almost 20%. According to statistics from the SGX website, I garner that at the current trading price, this stock looks attractive, trading at just 2.934 Price-to-Earnings and at 0.628 Price-to-Book; this stock is undervalued. What makes this stock even more attractive is that this stock gives consistent dividends to its shareholders, averaging around 4%. The stock’s debt-to-earnings is though, not that impressive at 3.449; but I really think that there are already many good factors of this stock as aforementioned.
