SSB 10-year return at 3.4%. Subscribe or wait for next SSB?

The latest Singapore Savings Bond (SSB) offers a 10-year average return of 3.4%. We find out if we should subscribe to the latest SSB or consider waiting for the next one. What happened? There has been much discussion about the latest SSB (SBDEC23 GX23120Z) which will be issued on 1 Dec 2023.
