For a little bit of context, I recently flew to Taiwan with just NT$12,000 (S$500) in Taiwan Dollars for a 14-day trip, and our plan was to keep making cash withdrawals whenever we needed it. This was the first time that we were deliberately under-prepared because we decided to start off with very little cash and wanted to rely heavily on ATM withdrawals instead. Besides, the bigger cities in Taiwan are well-developed, and ATMs are literally everywhere.
